Attendance Areas

Attendance areas within the Dare County Administrative Unit are established by the Board of Education:

North Beach Elementary Schools Map

First Flight Elementary School -- Area between Ocean Bay Boulevard and Airstrip Road

Kitty Hawk Elementary School -- Area north of Cameron Street

Nags Head Elementary School -- All of the Town of Nags Head and the following areas in Kill Devil Hills: from Cameron Street south to Ocean Bay Boulevard and from Airstrip Road/Calvin Street south to 8th street

Manteo Elementary School -- Roanoke Island and Dare County Mainland

Cape Hatteras Elementary School -- All areas South of the Oregon Inlet Bridge

Manteo Middle School/Manteo High School - All areas of Roanoke Island, Dare County Mainland and the Town of Nags Head

First Flight Middle School/First Flight High School -- All areas north of Nags Head/Kill Devil Hills Town Line

Cape Hatteras Secondary School -- All areas South of the Oregon Inlet Bridge

Proof of Domicile Forms

Under state law, a student who is domiciled within the geographic area served by the school system, who is under age 21 (22 for students entitled to special education services), who has not completed the prescribed courses for high school graduation and who otherwise qualifies for admission, is entitled to be admitted without payment of tuition. Under certain circumstances specified by law, a student who resides in the area served by the school system and who otherwise qualifies for admission to its schools also is entitled to be admitted without payment of tuition. In addition, students who are homeless or in foster care may be entitled to continue attending their school of origin without payment of tuition regardless of a change in their domicile or residency status.

Verifying Residency

Under Dare County Board of Education Policy 4120, Domicile or Residence Requirements, there are three options for verifying residency at the time of enrollment.  Please consult Policy 4120 for additional information.

Option A

If your Driver’s License or valid photo ID address matches the address of your current Dare County residence, please provide the school with the following:

-       Your Driver’s License or valid photo ID,

-       A notarized Custodian’s Affidavit of Residency, and

-       ONE of the following documents:

  • Property tax records which indicate the street or road address location of the residence;
  • Copy of lease or copy of deed to property which indicates the street or road address of the property;
  • Copy of current utility bill in the name of the parent showing residence address (electric, gas, water, or cable);
  • Copy of voter registration form showing street or road residence address; or
  • Copy of automobile registration showing street or road address.

Option B

If your Driver’s License or valid photo ID address does not match the address of your your current Dare County residence, please provide the school with the following:

-       Your Driver’s License or valid photo ID,

-       A notarized Custodian’s Affidavit of Residency, and

-       TWO of the following documents:

  • Property tax records which indicate the street or road address location of the residence;
  • Copy of lease or copy of deed to property which indicates the street or road address of the property;
  • Copy of current utility bill in the name of the parent showing residence address (electric, gas, water, or cable);
  • Copy of voter registration form showing street or road residence address; or
  • Copy of automobile registration showing street or road address.

Option C

If you are unable to provide the documents required under Option A or Option B, please provide the school with the following:

-       A notarized Custodian’s Affidavit of Residency.

NOTE: If you select Option C, the principal or designee may verify the student’s address and legal residence through an affidavit by designated school district official setting forth that the address and residence has been verified by such designated school district official based on a personal visit by such school district official to the residence.
